The Ministry of Ecology and Environment introduced that the first and second batches of inspections were conducted on 739 black and odorous water bodies reported to have been rectified in 46 cities in 19 provinces, of which 21 cities did not meet the governance goals.

Among them, cities that have achieved governance goals include Hefei, Sanya, Guilin, Changsha, Haikou, Nanjing, Anqing, Chenzhou, Chongqing, Hangzhou, Jinhua, Taizhou, Putian, Xiamen, Ji'an, Suining, Liupanshui, Tianjin, Fuzhou, Chengdu, Beijing, Baoding, Yuxi, and Zhaotong. Ningbo has no black or odorous water bodies.
In addition, there are 21 cities that have not achieved their governance goals, including Shiyan, Wuhan, Shanghai, Nanning, Yueyang, Wuhu, Anqing, Wuxi, Suizhou, Shenzhen, Yangzhou, Guangzhou, Dongguan, Taiyuan, Shijiazhuang, Ganzhou, Lvliang, Nanchang, Kunming, Zigong, Anshun, and Guiyang.
